West Asia National Designated Entities Gather for CTCN Regional Forum

In the heart of Egypt's bustling capital, Cairo, the Climate Technology Centre and Network (CTCN) hosted a Regional Forum for West Asia on the 3rd and 4th of April, 2016. The event brought together the CTCN National Designated Entities (NDEs) and Network members based in West Asia, with Mr. Ayman Shasly, Chair of the Arab Negotiation Team on climate change and Advisor for International Policies, Ministry of Petroleum and Mineral Resources, Kingdom of Saudi Arabia, taking the lead.

The purpose of the forum was to provide an opportunity for these entities to interact and strengthen their relationships with other technology stakeholders. The NDEs, serving as the main national focal points and intermediaries for climate technology transfer and cooperation under the CTCN, played a crucial role in the proceedings.

During the forum, shared experiences on the set up and activities of National Designated Entities (NDEs) at the national level were exchanged. This allowed for a better understanding of the role each NDE plays in facilitating climate technology activities within their respective countries.

Among the key functions of the NDEs at the forum were coordination and liaison, technology needs assessment, facilitating access to technology solutions, promoting collaboration and regional integration, and supporting the implementation of climate policies.

NDEs serve as the official points of contact between the CTCN and their respective countries, enabling effective communication and coordination for climate technology needs, requests, and support. They identify and articulate national priorities and gaps related to climate technologies, ensuring technology interventions are demand-driven and aligned with the country’s climate action strategies.

By helping countries access technical assistance, capacity building, and knowledge-sharing services provided by the CTCN and its global network of technology experts and providers, NDEs facilitate the process of technology transfer and implementation.

Moreover, NDEs promote collaboration and regional integration by providing a platform for exchanging experiences and strengthening regional partnerships. This was evident during the 2016 Regional Forum, where NDEs in West Asia had the opportunity to exchange experiences, strengthen regional partnerships, and enhance the collective ability to address shared climate technology challenges.

The forum also highlighted the need for strengthened regional cooperation and the enhancement of the NDEs’ capacities to better facilitate climate technology transfer and implementation across the West Asia region. This event helped underline the strategic role of NDEs as enablers of both national and regional climate technology initiatives, fostering innovation and resilience in addressing climate change impacts.

Mr. Shasly expressed that the forum helped enlighten them on the role of the CTCN and that they are looking forward to benefitting from the expertise and knowledge of the CTCN to pursue the work on climate technologies. He stated that the CTCN will help bring technology priorities forward, emphasising the importance of the CTCN's role in the region.

Discussions during the forum included the use of CTCN Technical Assistance, links between the Technology Mechanism and the Finance Mechanism, and the Paris Outcome in relation to Technology Transfer and the Technology Mechanism. The goal was to identify matchmaking opportunities to secure funding for follow-up actions to CTCN requests or other climate technology activities.
