Transatlantic AI Collaboration Showcased by US-EU Trade and Technology Council

The U.S.-EU Trade and Technology Council (TTC) has announced its plans to collaborate on the development and deployment of artificial intelligence (AI), with a focus on fostering transatlantic collaboration on AI governance, standards, innovation, and addressing the challenges and opportunities posed by emerging digital technologies.

The TTC's efforts align with the first of the five OECD Principles on AI, which emphasizes AI's potential to drive inclusive growth, sustainable development, and well-being. The cooperation includes AI technologies designed to enhance privacy protections, with additional areas to be identified.

The key areas of cooperation outlined by the TTC include:

  1. Joint governance frameworks: The TTC aims to develop common frameworks and standards for trustworthy and responsible AI development and deployment.
  2. Ethical standards: The TTC will coordinate policies on AI ethics, safety, security, and human rights considerations.
  3. Innovation partnerships: The TTC will promote research collaboration and innovation to advance transatlantic AI capabilities.
  4. Regulatory coordination: The TTC will facilitate regulatory cooperation to support competitive and secure AI ecosystems without fragmenting the digital market.
  5. Supply chain security: The TTC will address issues related to AI supply chain resilience, including semiconductor technology.

The TTC's Pittsburgh summit is a step towards finding mutually acceptable areas of cooperation on AI between the U.S. and EU. The cooperation is part of broader TTC efforts to manage technological sovereignty and digital competitiveness between the U.S. and EU while balancing the strategic and economic risks of dependencies on non-transatlantic AI technology.

In addition, the TTC has agreed to jointly conduct an economic study examining the impact of AI on workforces. The study aims to identify the impact AI will have on employment, wages, and labor market opportunities. The findings from this research agenda will help inform policy responses to AI to ensure benefits are shared among workers across the wage scale.

Moreover, the TTC has agreed to jointly create a shared technical understanding of how to measure accuracy and bias in AI systems. This agreement is part of the TTC's efforts to explore measurement and evaluation tools for trustworthy AI.

The U.S. and EU have committed to upholding and implementing the OECD Recommendations on AI. The U.S. has proposed a voluntary risk management framework to guide the development and use of AI systems, while the EU has proposed legislation, the AI Act, which would subject high-risk uses of AI to certain requirements.

The TTC's discussions may address concerns about AI leading to massive unemployment, but policymakers should also prepare for assisting workers navigating a changing labor market. The TTC's AI cooperation revolves around joint governance frameworks, ethical standards, innovation partnerships, regulatory coordination, and supply chain security to ensure responsible AI development and deployment on both sides of the Atlantic.
