Strengthening India-U.S. Alliance Amidst Turbulent Circumstances

The India-US relationship, a significant factor in the global balance of power, is currently undergoing a transformation. This transformation is marked by a series of developments that have raised concerns and created opportunities for both nations.

The Indo-Pacific Partnership and US Policy Shifts

The perceived erosion of the Indo-Pacific partnership by the US, particularly under the Trump administration’s recent policy shifts, poses significant risks to India-US relations. This erosion undermines trust and strategic alignment between the two countries, as the imposition of tariffs on India for its purchases of Russian arms and oil disrupted bilateral economic ties and created diplomatic tensions. Furthermore, the broader US regional policy shift toward demanding higher defense spending, inconsistent commitments, and transactional alliances has weakened multilateral frameworks like the Quad, of which India is a key member.

Diplomatic Developments and Their Implications

In the context of the Trump-Munir lunch (a diplomatic meeting between President Donald Trump and Pakistan’s Chief of Army Staff, Field-Marshal Asim Munir) and the CENTCOM’s commendation of Pakistan, these developments signal a troubling ambiguity that could strain Indo-US relations. CENTCOM’s commendation of Pakistan, which India views as a security threat due to its historical and ongoing conflicts with India, may be perceived by India as US tacit support or leniency toward Pakistan. This could deepen Indian skepticism of US commitments and fairness, thereby complicating cooperation on counterterrorism, regional stability, and defense matters.

Economic Ties and Their Impact

Long-term impacts on India-US relations include eroding strategic trust and alignment in regional security frameworks like the Quad, weakening the collective ability to counterbalance China’s growing assertiveness in the Indo-Pacific. India may pursue a more independent or diversified foreign policy, possibly recalibrating closer ties with Russia or other powers to hedge against US unpredictability, especially given US sanctions on India’s Russian arms purchases. Reduced effectiveness of minilateral groupings like the Quad and AUKUS that rely on sustained commitment and cooperation could lead to greater regional fragmentation and a less coherent Indo-Pacific security architecture.

Cooperation in Technology and Defense

Despite these challenges, cooperation between India and the US in critical and emerging technology sectors continues to grow. The Initiative on Critical and Emerging Technology (iCET) and its 2025 spin-off-TRUST (Transforming the Relationship Utilising Strategic Technology) anchor cooperation in semiconductors, quantum, space, and artificial intelligence from 2023-25. The US is India’s third-largest investor, with US FDI inflow to India, FY 2024-25 being US $81.04 billion (provisional).

The Way Forward

As both nations navigate these complexities, it is crucial to maintain open dialogue and mutual understanding. The proposed quadrupling of the H-1B registration fee and the reduction of the grace period indicate the politicization of immigration in the US, which could impact the flow of skilled labour from India. However, initiatives like the AI-compute roadmap aim to ease cloud-GPU access for Indian researchers and start-ups, fostering innovation and collaboration.

In conclusion, the India-US relationship is at a critical juncture. While policy shifts and diplomatic developments have raised concerns, ongoing cooperation in technology and defense, as well as shared strategic interests, offer opportunities for strengthening the partnership. Both nations must strive to maintain trust, align their strategic objectives, and work towards a more stable, cooperative, and rules-based Indo-Pacific region.

  1. The potential risks to the Indo-US relationship significant concerns and opportunities, as the US policy shifts towards the Indo-Pacific region creates ambiguity that could strain ties, as shown by the Trump-Munir lunch and CENTCOM's commendation of Pakistan.
  2. The US-India strategic partnership could be weakened if India pursues a more independent or diversified foreign policy in response to the perceived erosion of the Indo-Pacific partnership by the US and US unpredictability, possibly recalibrating closer ties with Russia or other powers.
  3. The India-US relationship continues to evolve, with cooperation in critical and emerging technology sectors growing, evident by the Initiative on Critical and Emerging Technology (iCET) and its spin-off TRUST, focusing on semiconductors, quantum, space, and artificial intelligence from 2023-25. Despite challenges, this area of cooperation could foster innovation and collaboration, playing a key role in strengthening the partnership.
