SpaceX's Starbase now officially recognized as a city within the state of Texas.

The incorporation of Starbase, Texas—a city largely owned and governed by SpaceX—in Cameron County has raised several implications and concerns around public beach access and environmental impact.

Public Beach Access:

The new city includes land near Boca Chica Beach, an area popular with the public. SpaceX has contributed significant funds to upgrade Cameron County’s Beach Access #3, enhancing public usability of the beach. However, temporary closures and road delays due to SpaceX launches or construction have caused intermittent public access restrictions, stirring local concerns about continuous and unfettered beach access.

Environmental and Infrastructure Concerns:

SpaceX is building a new liquid oxygen plant near the Starbase launch site, which could reduce hazardous liquid gas transport via road but has raised local environmental concerns about the facility’s impact and safety. The newly incorporated city does not provide public utilities; instead, SpaceX operates private utilities, including a recently established drinking water system. This system supplies water only to SpaceX facilities and residents within Starbase and does not guarantee public water access, representing a privatization of essential services within the area.

The renaming and incorporation of Starbase faced scrutiny from governmental bodies about whether the city’s name violates policies against corporate promotion and raised questions about the governance by SpaceX executives.

The city structure is expected to enable better coordination of services and help streamline operations, especially around launches. However, potential legislation could shift authority over public beach access from Cameron County to the new city government, potentially allowing SpaceX to restrict access during launches.

Environmental and Indigenous rights activists have organized protests, citing ecological damage and cultural significance as concerns. The city encompasses about 1.5 square miles along the Gulf Coast near the U.S.-Mexico border, and SpaceX has acquired land, constructed launch facilities, and grown its presence in the region over the past decade. SpaceX now manages local roads, utilities, schooling, and medical services in the area.

The county has a history of cooperating with SpaceX, but the creation of the City of Starbase could shift some powers and responsibilities. The city is pending certification by the county judge to become a legal municipality. The area that is now the City of Starbase was previously known as Boca Chica Village.

Cameron County Judge Eddie Treviño Jr. has acknowledged the city vote but emphasized the county's long cooperation with SpaceX. The potential legislation could have significant implications for public access to Boca Chica Beach and State Park during SpaceX launches.
