Reforming the Intelligence Community: The Intelligence Community Efficiency and Effectiveness Act

The Intelligence Community Efficiency and Effectness Act, introduced by Senator Tom Cotton, is a significant step towards reforming the Office of the Director of National Intelligence (ODNI) and the broader intelligence community. The bill aims to increase efficiency and reduce the size of the ODNI, while also improving its effectiveness.

The act is part of the Senate Select Committee on Intelligence’s fiscal 2026 Intelligence Authorization Act (S.2342). This broader bill authorizes funding for intelligence activities, improves oversight and reporting requirements, enhances privacy protections for U.S. citizens, and modifies acquisition authorities to better support modernization efforts.

One of the key provisions of the Intelligence Community Efficiency and Effectiveness Act is the cap on the size of the ODNI at 650 staff. The bill also proposes relocating some centers out of the ODNI to other Intelligence Community agencies, changing senior titles, moving the National Intelligence University under the National Defense University, and other organizational changes designed to streamline operations and reduce the ODNI’s bureaucratic footprint.

The act also seeks to strengthen the security of telecommunications networks by establishing baseline cybersecurity requirements for vendors of telecommunications services to the IC. This is in response to the concerns raised by the high-profile hacks into U.S. telecommunications networks by a hacking group believed to be operated by China's Ministry of State Security, known as Salt Typhoon.

The bill also includes provisions addressing the intelligence community's use of artificial intelligence, establishing guidelines for the IC's procurement and use of artificial intelligence. However, it is unclear whether the internal effort by ODNI officials to develop enterprise AI guidance for spy agencies has been finalized or rescinded under the Trump administration.

The Senate Committee bill passed on Tuesday by a vote of 15-2. However, it does not appear to address the internal effort by ODNI officials to develop enterprise AI guidance for spy agencies, as the status of this effort under the Trump administration remains unclear.

The bill also eliminates the requirement for the general counsels at ODNI and the CIA to be Senate-confirmed, a concern raised by Sen. Ron Wyden. Additionally, the bill supports the intelligence community workforce by requiring the director of national intelligence to issue standard guidelines for Intelligence Community personnel to document and report Anomalous Health Incidents.

In summary, the Intelligence Community Efficiency and Effectiveness Act is a comprehensive bill aimed at increasing the efficiency and effectiveness of the Intelligence Community by reforming the organizational structure and staffing of the ODNI, reducing its size, reallocating resources, and enhancing oversight and management practices as part of the broader fiscal 2026 intelligence authorization framework. The bill also includes provisions to strengthen the security of telecommunications networks and address the use of artificial intelligence within the intelligence community.

  1. The Intelligence Community Efficiency and Effectiveness Act, in the context of politics and policy-and-legislation, proposes to strengthen the security of telecommunications networks by implementing baseline cybersecurity requirements for vendors, as a response to war-and-conflicts-related concerns about high-profile hacks.
  2. The act, as part of the general-news landscape, includes provisions to address the intelligence community's use of technology, such as artificial intelligence, by establishing guidelines for its procurement and use. However, the internal efforts by ODNI officials in this regard during the Trump administration remain unclear.
  3. Beyond organizational changes designed to streamline operations and reduce the Office of the Director of National Intelligence’s bureaucratic footprint, the bill also seeks to support the intelligence community workforce by requiring the director of national intelligence to issue standard guidelines for Intelligence Community personnel to document and report Anomalous Health Incidents, a matter relevant to crime-and-justice.
