Netherlands Adds 550MW PV in H1 2025, Total Reaches 28.62GW
The Netherlands has seen a surge in photovoltaic installations in the first half of 2025, with around 550 megawatts added. This follows a significant increase in capacity in 2024, bringing the total to 28.62 gigawatts. However, the political landscape and market conditions have presented challenges to the sector's growth.
In 2024, the Netherlands added a substantial 4.32 gigawatts of photovoltaic capacity. This growth was partly driven by the 'SDE++ program', which granted almost 1.8 gigawatts in its last round, including projects for open fields, industrial rooftops, and floating installations. However, the residential and commercial & industrial sectors have not been developing as well, with C&I installations seeing a decline from their peak in 2023.
The first eight months of 2025 have seen an unprecedented number of hours with negative energy prices, which can impact the profitability of large-scale installations. This is partly due to a high share of solar energy in electricity demand. The Netherlands is also facing uncertainty in official figures for 2025 and large-scale installations.
The collapse of the Dutch government coalition in June 2025 has also affected sales figures in the residential and C&I sectors. The new government, expected to come to power in October 2025, has not yet detailed its plans for photovoltaics. However, the previous cabinet had aimed to support climate and sustainability goals, including facilitating local funding for sustainable projects through a special fund.
The Netherlands' photovoltaic sector has seen significant growth, but challenges remain. To meet long-term goals, the country needs to increase electricity demand and improve power grid infrastructure. The new government, to be formed after the October 2025 elections, will play a crucial role in shaping the sector's future. Additional investments in photovoltaic, wind, and battery storage are likely needed to ensure the sector's continued growth and profitability.
