Italy Introduces Enhanced Electric Vehicle Subsidy Program
Italy is set to launch a new electric vehicle subsidy program next month, with a budget of approximately 600 million euros, aiming to facilitate the purchase of electric cars and vehicles aligned with the country's green mobility goals. This new initiative, funded in part by the National Plan for Resilience (PNRR), marks a significant departure from the previous eMobility subsidy program in terms of budget size, eligible vehicles, and subsidy amounts for private individuals.
Unlike the previous program, which was exhausted within hours of its launch last year, the new program boasts a substantially larger budget of around €600 million. This increased funding will provide incentives of up to €11,000 for individuals purchasing electric vehicles, a notable increase from the prior subsidy levels.
The new program primarily targets electric cars but also supports low-emission vehicles that align with Italy's green mobility goals under the PNRR. While the previous eMobility subsidies were more limited in scope, the new program integrates broader regional and national funding aimed at enhancing smart mobility and low-emission transport infrastructure.
Private individuals with an ISEE (Indicatore della Situazione Economica Equivalente) of up to 30,000 euros will be eligible for contributions of up to €11,000, while those with an ISEE between 30,000 and 40,000 euros will receive contributions of up to €9,000. ISEE is an indicator that reflects a family's economic situation and is used to obtain financial support and discounts for public services.
Small businesses are also set to benefit from the new program, with subsidies of up to 30% of the purchase price, with a maximum of €20,000 per new vehicle.
To ensure a simple and transparent process, the Minister plans to establish an IT platform for beneficiaries to access incentives directly and for economic operators to offer new electric vehicles. This platform is expected to streamline the application process and make the program more accessible to all eligible parties.
The current incentive has a budget of approximately 600 million euros for the purchase of at least 39,000 electric vehicles by June 30, 2026. In previous incentive programs in Italy, (plug-in) hybrids and some "clean" internal combustion engines were also eligible for funding.
The Minister is working on finalizing a ministerial decree that will establish the criteria and operating procedures for this initiative. With the new program, Italy aims to boost its electric vehicle market and contribute to the European Union's goal of achieving climate neutrality by 2050.
