President Alexander Vucic of Serbia is also making the trek to Moscow, facing some turbulence in the air, as Lithuania and Latvia reportedly restricted his flight's passage through their airspace for "technical" and "diplomatic" reasons, respectively.

Joining in the proceedings are Secretaries-General from the Shanghai Cooperation Organization, CIS, Collective Security Treaty Organization, Organization of Islamic Cooperation, Union State of Russia and Belarus, and other international organizations, as well as high-level representatives from India, Indonesia, Nicaragua, South Africa, and more.
