Expansion of Rural Broadband Bid Solicited by Kenya ICT Authority under Digital Economy Acceleration Project
The Kenyan government, in partnership with the Information and Communications Technology Authority (ICTA), has initiated a bidding process for the provision of broadband internet capacity to selected rural government sites. This move is part of the Kenya Digital Economy Acceleration Project (KDEAP), a US$390 million initiative funded by the World Bank, aimed at strengthening digital connectivity across underserved regions.
The bidding process, managed by the ICTA, will follow the World Bank's Procurement Regulations for IPF Borrowers. Interested service providers, both single and multiple, are invited to submit their proposals by October 1, 2025, at 10:00 AM East African Time.
The bidding process will employ a two-envelope system, with technical bids to be opened on the same day at Telposta Towers, Nairobi, while financial bids will remain sealed until the second opening. The procurement aims to expand high-speed broadband to rural schools, health centers, government offices, and marketplaces, supporting Kenya's National Digital Masterplan and enhancing public digital services.
The scope of work covers the full lifecycle of network deployment, including laying terrestrial fiber-optic networks, installing 4G/5G-ready telecommunication towers, fixed wireless, public Wi-Fi hotspots, and network operations, as well as digital literacy programs.
The contracting will take the form of Framework Agreements with call-off contracts for provision and operation of broadband services in rural areas. Payment methods will follow the World Bank’s Investment Project Financing Disbursement Guidelines, mainly through Direct Payment with some via letter of credit.
The evaluation of bids will be based on technical and non-price criteria (80%) and cost (20%). ICTA will act as the sole employer under these agreements and will manage the provision of broadband services under the established Framework Agreements.
The KDEAP broadband procurement processes are designed to ensure transparency, competitive bidding, and effective rollout of rural broadband infrastructure. The project aims to improve digital connectivity in rural, underserved regions of Kenya, bridging the digital divide by extending internet connectivity to rural government institutions.
