In an unexpected turn of events, the municipal elections in Münster and around 70 other municipalities in North Rhine-Westphalia experienced technical issues during the online presentation of election results. The issues were attributed to exceptionally high access loads on election night.

Between 6 PM and 9:30 PM, the systems of citeq, the municipal IT service provider, were overloaded. This overload led to delays in accessing the election results online. Despite prior preparations that included increasing server capacities tenfold compared to the last federal election, the systems were not sufficient to process the data load on election night.

The Vote-Manager software, used in the affected municipalities for the presentation of election results, was also implicated in the difficulties encountered. The high access loads on election night caused the systems to become overloaded, resulting in noticeable improvements only at 9 PM, when the number of page views started to decrease.

Initially, a possible cyber attack was suspected due to frequent access to the election results page from some computers. However, preliminary investigations involving the criminal police have ruled out a cyber attack as the cause of the technical issues.

On election night, citeq implemented measures to speed up the online access of election results. These measures included doubling server capacities and making technical adjustments. Despite these efforts, the issues persisted during the online presentation of interim results of the municipal elections in Münster.

Media reports indicate similar problems with the display of election results in other municipalities in North Rhine-Westphalia. Further investigations will clarify the exact technical circumstances that caused the delays in accessing the election results on election night.

Despite the challenges faced, the elections in Münster and the other affected municipalities were conducted smoothly, and the final election results were eventually made available to the public. The incident serves as a reminder of the importance of robust IT infrastructure during critical events and the need for continuous monitoring and preparedness.
