Berlin's Solar Power Expansion Surges Ahead

Berlin's solar power is booming, with 11,800 new systems in 2025 alone. Despite leading in photovoltaics per area, the city aims to match Hamburg and Bremen's capacity density and meet ambitious 2035 targets.

Berlin's Solar Power Expansion Surges Ahead

Berlin's solar panel expansion is gaining momentum. As of early October, the city boasts 53,000 photovoltaic systems, generating around 5.6 percent of the capital's electricity. The 'SolarPlus' program, launched in 2022, has already granted 27,000 approvals worth 26.5 million euros.

In the first few months of 2025, Berlin added 11,800 new systems, totalling 78 megawatts. This surge follows the introduction of the solar obligation in 2023, which has significantly boosted installations. By the end of 2023, systems increased to 26,000 with 284 megawatts, and by the end of 2024, to 42,000 systems with 381 megawatts.

Despite Berlin's lead in photovoltaics per area, it lags behind Hamburg and Bremen in capacity density. The city aims to reach 4,400 megawatts and a 25 percent solar power share by 2035. The Berlin Senate plans to invest 10 million euros annually in the 'SolarPlus' program during the next budget period (26/27).

Berlin's solar panel expansion is on track, with significant growth since the solar obligation began. The 'SolarPlus' program continues to support this growth, with plans for further investment. However, Berlin still has work to do to match the capacity density of other city-states and meet its 2035 targets.
