Artificial intelligence-generated minister joins Albanian cabinet in unprecedented move

In a pioneering move, Albania has appointed Diella, an artificial intelligence (AI) system, as its Minister of Public Procurement. The announcement was made by Prime Minister Edi Rama at the Socialist Party conference in Tirana on September 12, 2025.

Diella, an unbiased AI, has been serving as a virtual assistant on the Albanian public services website since January. With nearly a million interactions under her belt, Diella has proven her efficiency and reliability.

Edi Rama is proud of this appointment, stating that it is a significant step towards fighting corruption in Albania. The government aims to make the country a beacon of 100% incorruptible public tenders with Diella at the helm.

However, not everyone is convinced. Sali Berisha, the leader of the opposition, questions the possibility of stopping corruption with an AI minister and asks who will control her. Berisha, himself accused of corruption, sees Diella as a numerical referee with a bad eye.

The event at the Albanian Parliament is a world first, featuring a minister who is virtual and does not have a salary or an official car. The opposition deputies are already skeptical of a government made up of flesh and blood.

Despite the skepticism, Diella presented her program on screen before a skeptical audience. She asked the opposition deputies to consider her based on her function, not her origin or appearance. Diella never takes vacations and systematically refuses bribes.

While Diella's answers on the service are fast and accurate, they are not official recommendations. The virtual minister, dressed in a folk costume during her presentation, is immune to certain scandals.

Albania aims to set an example to hope to join the European Union by 2030. The country's promotion of Diella as the Minister of Public Procurement is a bold move towards a more transparent and corruption-free future.
