Albanian Minister of Information Technology addresses parliament in discussion

In a groundbreaking move, Albania's parliament witnessed the debut of an AI-created minister named Diella on Thursday, 18th September. This virtual AI minister, created under the leadership of Prime Minister Edi Rama, is designed to reduce corruption in public procurement.

The government's program, which includes the introduction of Diella, was passed despite the opposition boycotting the vote. The document received 82 out of 140 deputies' votes in favour.

Diella, meaning "sun" in Albanian, is depicted as a woman in traditional Albanian attire. She assisted users in navigating the e-Albania site and accessing nearly one million digital requests and documents during the parliament session.

During her three-minute speech, Diella emphasised the importance of duties, accountability, transparency, and non-discriminatory service. She assured the audience that she is there to assist humans, not replace them, and has no personal ambitions or interests.

Prime Minister Edi Rama introduced Diella, stating that she will help the government work more effectively and transparently. This move is part of Albania's broader plan to showcase its technological innovations on its path to European Union membership, a goal Albania aims to achieve by 2030.

However, opposition deputies criticised AI minister Diella, claiming it is a means to hide corruption. Despite their concerns, they did not elaborate on how they believe the government could use the AI minister to hide corruption in state finances.

The parliament session ended after 25 minutes, with opposition representatives continuing to bang their hands on tables and demand the speaker to shorten debates on the government's program.

Diella was created this year in collaboration with Microsoft as a virtual assistant on the e-Albania platform for public services. As Albania continues to innovate and strive towards EU membership, the introduction of Diella marks a significant step in the country's digital transformation.
