AI Minister Delivering Inaugural Address to the Public
In a groundbreaking move, Albania has appointed an AI chatbot named Diella as its virtual Minister for Public Procurement. The aim is to ensure corruption-free and fully transparent public tenders.
The idea was proposed by the Albanian Prime Minister, Edi Rama, who believes that Diella, powered by e-Albania, a platform for digital government services, could revolutionize the machinery of government. Rama even suggested that one day, his role might be performed by AI.
However, the appointment has been met with controversy, with opposition leader Sali Berisha commenting that it is an unconventional step meant to attract attention. Berisha also believes that Diella cannot curb corruption and has stated that the appointment is unconstitutional, planning to take the matter to the Constitutional Court.
Berisha is not alone in his scepticism. The deployment of AI-powered ministers by other governments is a possibility that seems a long way off. AI can speed up decision-making and provide services for citizens, but fronting a government department with the technology is an extraordinary step.
It is uncertain how Diella will perform as an AI-powered minister. Diella is designed to ensure efficient and unbiased public tenders, but it lacks the formal legal and constitutional status of a human minister.
Albania ranks 80th out of 180 countries in Transparency International's corruption index, with the U.S. and the U.K. ranking 27th and 20th respectively. To have any chance of joining the European Union, Albania needs to clean up its act. Diella's intention to be corruption-free and transparent could be a step in the right direction.
In a video released by the government, Diella claimed that the real danger to constitutions is not machines but human decisions made by those in power. Whether Diella can live up to this claim remains to be seen.
The appointment of Diella has certainly grabbed headlines, and it will be interesting to see how this experiment unfolds. Only time will tell if this unconventional step will help Albania in its fight against corruption and its journey towards EU membership.
