In a bid to prepare the next generation for the digital age, Estonia is embarking on an ambitious plan to integrate artificial intelligence (AI) into its schools. This initiative, known as the AI Leap program, is set to commence in September and will initially involve 20,000 high school students and 3,000 teachers.

The program, which is part of a private-public partnership involving tech companies like OpenAI and Anthropic, aims to digitize Estonia's schools and equip students with the skills to harness technology effectively. This move follows Estonia's two-decade-long journey in digitizing its services, making it a frontrunner in cybersecurity.

However, President Alar Karis has acknowledged that Estonia, which borders Russia, is not immune to geopolitical tensions. He emphasized that AI could soon become as central to Estonia's school curricula as cybersecurity is today, but warned of potential concerns, such as the misuse of AI for academic dishonesty.

To address these concerns, Estonia is adopting a cautious approach. Schools will conduct internal trials, form working groups, and engage in scenario planning exercises to anticipate and mitigate risks. The focus is on building foundational infrastructure, ensuring that educators are adequately trained to handle AI tools responsibly and effectively.

The nationwide rollout of ChatGPT Edu is a key part of this strategy. This AI chatbot will be available in schools for various educational tasks, from lesson support to student engagement. To preserve the Estonian language skills of young people, the chatbots will be available in the Estonian language.

Ethical considerations are also at the forefront of Estonia's AI implementation. The country is taking steps to prevent misuse, ensure content appropriateness, and promote responsible and safe use of AI in classrooms. Data privacy and security are paramount, with compliance with data privacy laws such as GDPR, secure data storage, encryption, and controlled access to safeguard student data.

President Alar Karis expressed excitement about the potential uses of AI, despite some unknowns and fears. AI could help students catch up after they have missed a few days at school, assist teachers in planning lessons, and provide more personalized feedback to students. However, there are concerns about its impact on critical thinking skills, and the rapid development of AI poses ethical questions.

As the AI Leap program expands, it will include vocational schools and an additional 38,000 students and 3,000 teachers from September 2026. Negotiations for this program are currently underway, and teachers in Estonia will be learning how to use AI chatbots during the summer break.

Estonia's journey into the AI frontier is not without its challenges. The cyberattacks of 2007, which affected banks, government bodies, and media, serve as a reminder of the potential threats. Yet, with a balanced approach that combines technological deployment with thorough preparation, staff involvement, and ethical foresight, Estonia is poised to integrate AI chatbots effectively and responsibly in education.
